Are Open Education Varsities Flouting UGC Norms To Provide PhD Courses?

A number of questions have arisen following the recent announcement by India’s largest Open University, Indira Gandhi National Open University (Ignou) that it absolutely was resuming MPhil and Ph.D. programs scrapped by the University Grants Commission (UGC) more than 2 years ago. The recent UGC (Minimum Standards and Procedure for Award of MPhil/Ph.D. Degrees) laws, 2016, say ODL (open distance learning) establishments cannot supply MPhil and Ph.D. programs in the distance learning mode. there also no clarity on Ph.D. degrees in technical disciplines.
“Notwithstanding something contained in these regulations or the other rule or regulation, for the present effective, no university; institution, deemed to be a university and faculty shall conduct MPhil and Ph.D. programs through distance education mode. Part-time Ph.D. will be allowed through distance mode, provided all the conditions mentioned in the Ph.D. regulations are adhered to,” state the laws.
