In the last four decades in our world, the growth of distance learning has been rapid. With the launch of Dr. BR Ambedkar Open University in 1982, the full-serving Open University with a mandate to provide distance learning started a new chapter of the distance education program.
After that, another University was founded in 1985. In 1987, two more Open Universities opened as well. Many states adopted the concept of ODL institutions. Such a program subsequently develop in 1989.
There is an extensive network of about 11,000 Open Universities. And nearly 70 00 academic consultants are available. They are here to meet students. You can get a certificate online. Then can study further. A University began ODL programs in dual mode universities which began offering distance programs in 1962.
Do you know? Two hundred fifty colleges are providing ODL. There are around 22 lakhs. If you choose it, then you have to pay for it.
DEB Regulations 2021
- On 23.06.2017, the UGC informed in the official gazette the Regulations 2017 of the UGC. The following is informed in the Official Gazette on 2017, 2018, and 2019 including the UGC regulations, 2017.
- These rules set the minimum requirements for awarding a degree through the ODL system at the university and the PG levels. In addition to all other Guidelines provided by the Commission from time to time, these rules are in no derogation.
- For all UG and PG student programs, these regulations shall apply to the university. And referred to under subsection 2(f) of the University Grants Commission Act of 1956, a university deemed to be under section 3
- All programs have to accept by the UGC Regulations 2017 on 23rd June 2017. The HEIs received from academic sessions 2018-19 and 2019-20 and beyond program-specific recognition under these laws.

That means a university protected by 2(f) of the Act on the University Grants, 1956, which is provided by the conduct of a standard course or by ODL training programs, higher education, or study within that college.

Ans. The university has to deliver programs approved by the state governments of the university. Q. Is it possible for students to complete degrees by distance training?
Ans. You can study only MBA and MCA. No institution can deliver technical programs through distance. Even AICTE does not accept professional skills. The programs such as science degrees are not allowed to study distance mode. The MHRD guidance banning science degrees from 29.07.2009 is now published on the UGC website.
